This section presents the evidence for each technology category, documenting which governments have deployed them, at what scale, and with what outcomes. Each recommendation is grounded in real-world deployments, not theoretical assessments.

Warning Desktop Linux migration is the most challenging phase. France took 5 years for OS migration after 2 years of application migration. Munich completed but took 9 years. Schleswig-Holstein remains in pilot only. Denmark explicitly retains Windows.

Recommendation for Governments

Governments should carefully consider whether desktop OS migration is necessary before committing to this phase.

  • If applications are migrated, 80% of Microsoft dependency is eliminated
  • If email and collaboration tools are migrated, vendor lock-in is largely addressed
  • Desktop OS migration should be deferred unless there is a strong sovereignty requirement, substantial cost savings opportunity, or a favourable hardware refresh cycle
